Drivers on British roads whose vehicles are registered abroad are
evading fines totalling nearly £15m a year because authorities here are
failing to enforce them. Figures disclosed under the Freedom of
Information Act also reveal that many police forces routinely discard
speeding tickets and local councils simply do not bother to issue
parking tickets to vehicles with foreign numberplates because tracing
the owner is too time-consuming.
